Osmanlı’dan Cumhuriyete Merkez-Çevre İlişkisi Açısından Taşra Yönetim Yapısının İncelenmesi

Abstract

Türkiye Cumhuriyeti’nin ilanından sonra taşrada uyguladığı idari örgütlenmenin temeli Osmanlı Devletinden alınan yönetsel mirasa dayanmaktadır. Oldukça uzun bir tarihsel dönemde ve geniş topraklar üzerinde hükümran olan Osmanlı’nın taşra yönetim yapısı dönemsel olarak değişiklikler göstermektedir. Osmanlı Devletinde taşra yönetimi özellikle Tanzimat’tan önce daha geniş özerklik ve imtiyazlara sahip iken, Tanzimat’tan sonra genel olarak, çeşitli gerekçelerle ortaya çıkan merkeziyetçi akımın ektisinde kalmıştır.  Bu yönetim yapısı, büyük benzerlikler ile yeni kurulan Cumhuriyet’e de aktarılmıştır.

Bu çalışmada Osmanlı Devleti’nin merkezi yönetim yapısına kısaca değinildikten sonra, merkezi yönetimin taşra örgütü ve yerel yönetim yapısının Tanzimat’tan önceki ve sonraki durumu incelenmiş; taşrada yer alan yönetimlerin giderek katı merkeziyetçiliğe doğru kaymasının ardında yatan tarihsel nedenler irdelenmiştir. Bir üniter devlet olarak kurulan Türkiye Cumhuriyeti’ne aktarılan bu yönetsel mirasın niteliği ortaya konarak söz konusu dönemlerin merkeziyetçilik-âdemi merkeziyetçilik açısından merkez-çevre ilişkisi analiz edilmiştir. Çalışmada tarihsel ve betimsel araştırma türleri uygulanmıştır.

Abstract

The administrative organization implemented by the Republic of Turkey after its proclamation is based on the administrative legacy taken from the Ottoman State. The provincial administrative structure of the Ottoman, which ruled over a very long historical period and large lands, changes periodically. While the provincial administration in the Ottoman State had wider autonomy and privileges especially before the Tanzimat, it remained under the influence of the centralist movement that emerged for various reasons after the Tanzimat. This management structure has been transferred to the newly established Republic with great similarities.

In this study, after briefly mentioning the central government structure of the Ottoman Empire, the provincial organization of the central government and the local government structure before and after the Tanzimat was examined; The historical reasons behind the gradually shifting of provincial governments towards rigid centralism were examined. The nature of this administrative heritage transferred to the Republic of Turkey, which was established as a unitary state, was revealed and the center-periphery relationship of the said periods was analyzed in terms of centralization-decentralization. Historical and descriptive research types were applied in the study.
