Abstract
Endüstri devrimi ile başlayan makineleşme süreci, dünyada gerek ülkeler arasında gerekse ülke içerisinde yer alan bölgelerde yığılma olmasına ve o bölgelerin diğer bölgelerden daha fazla gelişmesine neden olmuştur. 20. yy. da yaşanan küreselleşme ve yerelleşmenin etkisi ile ciddi boyutlara ulaşan bölgesel farklılıklar, günümüzde de devletlerin kalkınmasında önemli bir sorun teşkil etmektedir. Bu bağlamda bölgeler arasında var olan farklılıkları en az seviyeye indirmek amacı ile Bölgesel kalkınma ajansları oluşturulmuştur. Ülkemizde bölgesel kalkınma ajansları 2000’li yılların başlarında Avrupa Birliği’ne üyelik sürecinin hızlanması ile birlikte bir ivme kazanmıştır. Bu kapsamda hazırlanan bu çalışma, ülkemizde kalkınma ajanslarının gelişimi ve bu kalkınma ajanslarından biri olan Dicle Kalkınma Ajansı’nın, sorumlu olduğu bölgede bölgesel kalkınmayı gerçekleştirmek amacıyla hazırladığı ve uyguladığı projelerin incelemesi ile oluşturulmuştur.

Abstract
The mechanization process, which started with the industrial revolution, caused an accumulation in the world both among countries and in the regions within the country, and those regions developed more than other regions. Regional differences, which reached serious dimensions with the effect of globalization and localization experienced in the 20th century, constitute an important problem in the development of States today. In this context, Regional development agencies have been established in order to minimize the existing differences between regions. In our country, regional development agencies gained momentum with the acceleration of the European Union membership process in the early 2000s. This study prepared in this context was created by the development of development agencies in our country and the examination of the projects prepared and implemented by the Dicle Development Agency, one of these development agencies, in order to realize regional development in the region it is responsible for.
