Abstract
Kitlelerin gücünden faydalanarak projelerin hayata geçirilmesini sağlayan kitle fonlamanın 2008 küresel krizinden sonra finansmana erişimde yaşanan kısıtlamalar nedeniyle alternatif bir finansman aracı olarak kullanımı artmıştır. 2010 yılında Türkiye’de ödül ve bağış temelli fonlama modeli ile fon toplanmaya başlanmasına rağmen sadece bu modellerin kullanılması nedeniyle sistem yeterince yaygınlaşamamıştır. 2019 yılında Paya Dayalı Kitle Fonlaması Tebliğinin çıkarılması ile bu finansman modelinin kullanılmasında büyük bir atılım gerçekleşmiştir. Bu çalışmada, kitle fonlama sistemi ile ilgili SWOT analizi yapılarak modelin az bilinen ve yaygın olarak kullanılmayan bölgesel/yerel kalkınma sürecinde oynayabileceği rol ortaya çıkarılmaya çalışılmıştır. Bölgesel kalkınma sürecinde kitle fonlama modelinin kullanılması ile ilgili Türkiye’de herhangi bir akademik çalışmanın yapılmadığı görülmüştür. Bu nedenle çalışma bölgesel kalkınma politikalarında alternatif ve tamamlayıcı bir finansman aracı olarak kitle fonlama sisteminin kullanılmasının faydalı olacağını öne sürmektedir. Türkiye’de bölgesel kalkınma sürecinde kitle fonlama sisteminden faydalanılmasının uygulanacak projelere finansman sağlanmasına ek olarak projelerin benimsenmesi ve desteklenmesi gibi önemli etkileri olacağı böylece projelerin başarılı olma şansını artıracağı sonucuna varılmıştır.

Abstract
The use of crowdfunding, which enables projects to be realized by taking advantage of the power of the masses, has increased as an alternative financing tool due to the restrictions on access to finance after the 2008 global crisis. Although funds were started to be collected with the award and donation-based funding model in Turkey in 2010, the system could not become widespread enough because only these models were used. With the issuance of the Communiqué on Share-Based Crowdfunding in 2019, a breakthrough has been made in the use of this financing model. In this study, the role that the model can play in the regional/local development process, which is less known and not widely used, has been tried to be revealed by making a SWOT analysis of the crowdfunding system. It has been observed that no academic study has been conducted in Turkey regarding the use of the crowdfunding model in the regional development process. For this reason, the study suggests that it would be beneficial to use the crowdfunding system as an alternative and complementary financing tool in regional development policies. It has been concluded that benefiting from the crowdfunding system in the regional development process in Turkey will have important effects such as the adoption and support of the projects in addition to financing the projects to be implemented, thus increasing the chances of the projects being successful.
